iCloud storage

My phone only uses about 30 gigs of storage, but my iCloud is using 90 gigs. How do I fix this?

If you have iCloud Photos turned on in your iPhone and have the Optimize iPhone Storage option turned on, it would be normal for the photos to be full sized on iCloud and to take up less space on your iPhone. See the following for more information on that: Set up and use iCloud Photos - Apple Support

Another possibility could be if you have old backups of previous phones still stored in iCloud. The following has more information on that and on how to see what is taking storage space: Manage your iCloud storage - Apple Support
