iCloud Photo Library merges oldest son and mother over and over no matter how many times I mark her photos as “not this person”

iCloud Photo Library merges oldest son and mother over and over no matter how many times I mark her photos as “not this person”. I have combed through their photos atleast 10 times now and removed her photos and set them as her name instead...everytime I do it, I check the next day and her album is gone and all her pictures are under his name again. Is there a way that I can just reset and start over or something? Manually changing her works and then just reverts back everytime...it’s to the point that I just had to name the album “Carter & Christina”, which I guess works, but I would much rather that they have their own album. Somebody please help!

iPhone XR, iOS 13

Photos remembers, that these two persons are the same, as long as you are using the same names as before, when you are correcting the merged faces by using the names from the Contacts card. Use slightly different names, for example nicknames to correct the merged faces, names, that are not used on their contact cards.
