i recently got a new iphone 11 and i had an apple music account on my old phone and it was the one you payed for and i thought i would be able to just log back in to get it again but it isn’t letting me

The account/subscription is tied to the Apple ID that was used when subscribing to Apple Music. You can't transfer it to a new ID. You need to use the original Apple ID or cancel the current subscription and get a new subscription using your new ID.
