No, this is not possible. The only way to locate an iPad is if you had previously enabled Find My iPad.

but if the police get a warrant they can make carriers triangular trace the device, it's nowhere as good as gps, they sometimes use it for finding missing persons with non smartphones, needless to say the cost of the police doing all that would grossly exceed the cost of purchasing several new iPhones.
also only cellular iPads has IMEI numbers wifi only devices does not
