If they are under 13 years old, you will need to set up Family Sharing to create an ID for them.

It is awkward to do, but people have done it. On an Apple device, sign the person out of Settings/Your Name/iCloud. Sign in with your Apple ID and set up Family Sharing. Then set up an ID for the child. Once everything is set up, sign out Settings/Your Name/iCloud. The other person can then sign back in.
