hello. After updating iPhone7 to ios13, the phone went into a cyclic reboot. in re: store they said that there was some kind of failure and it is impossible to restore the data. There is a lot of necessary information left on the phone. No backups were made and the phone was never updated since the purchase. decided to update to transfer data to the new 11 iPhone because the version did not allow it.

Oh man--ignore this bad advice you've gotten. This one is absolutely recoverable. There is an incompatibility with the north speaker amp firmware and the update to iOS13 for "big jump" updaters. Find someone who already knows this--they will know to remove the speaker amp, or to hold the speakeramp reset line low to allow this phone to boot. Then after you make a backup you can correct all that, restore, and then load your data back on the device. Apple can't help you. This should cost about $300 no data no fee. There are hundreds of microsolderers around the world that can get data back for you.

If it has gone into a disabled state or recovery mode all of the data is gone on that phone. This is why you back them up.
