I have been trying to add Apple Pay and other apps to my Wallet, but there is no Plus Sign on the first page. All I get is a picture directing me to go to the App store to find apps. Here is a screen shot:

You have an iPhone 5S. As you know, this iPhone does not support Apple Pay. Therefore, you do not have much of the functionality a later model iPhone would provide in the Wallet app.
You asked originally about adding other apps (as well as Apple Pay, which is not possible) to Wallet. I explained you do have “Find Apps” shown at the bottom of the screenshot you provided.

You certainly have an old iPhone. The iPhone 5S was introduced by Apple in 2013. Before iPhones, cellular phones used to have about a two year lifespan.

Thank you for your help. I know that my Wallet App used to have the + sign, so i was confused by why it now didn't. I guess I have an obsolete phone.
No + sign on my Wallet App on iPhone 5s 12.4.4
