How do I get my iPhone to ring when I make an outgoing call?
This is NOT about incoming calls and do not disturb.

Are you normally receiving phone calls?
Should be this case, have you tried to force restart your iPhone?:--> Force restart iPhone – Apple Support
Is the cellular netwok signal okay?
Have you tried to call/contact your cellular carrier?

Does this happen for all outgoing calls, or only for particular call recipients? Does this happen for all calls, including FaceTime, or only for cellular phone calls? Once the call is answered, can you hear each other well? I think we can close in on the source of your trouble.
In the meantime, I have an experiment for you. During call setup, push on your Volume Up button. It is possible that Apple has separated this audio phase into its own control element. Good luck.
I might misunderstand your question, but to my knowledge there's no way to make your iPhone ring for outgoing calls.
If you meant something different, please better explain your needs.

Thank you. I mean when I call someone I used to hear their phone ringing on my phone. Now it is just silence and I am not sure if the call is going through. I see that I could have worded my request better.
Thank you. All outgoing calls; I do not make FaceTime calls. The ringer is up as high as it will go.
