How do I force "ask to buy" to always go to iPhone, instead of MacBook?

Recently whenever my kids try to get a new App on their device, the 'ask to buy' requests do not go to my iPhone. Then when I get home and open my laptop, the requests are lined up waiting for me as pop-up alerts there. To make matters worse by then they no longer work.

I looked at the iCloud settings in the MacBook and there is no way to specifically turn off purchase requests to my laptop (unless it falls under "reminders"). Is there some way to force all 'ask to buy' requests to only go to my phone? Or is permanently signing out of iCloud on my laptop the only solution?

MacBook Air 13", macOS 10.14

This suggests you are not signed in to the same Apple ID on your phone as you are on your Mac.
