Brightness changing automatically

I turned off true tone and my brightness still changes on its own. I restarted my phone and it didnt help how do I fix this

Assuming you're using iOS 13 or later on your iPhone, Accessibility is no longer under Settings>General.

It is directly under Settings.

I confirm the path I already posted: Settings>Accessibility>Display&Text Size>AutoBrightness (last option at the bottom)...
