I purchased this iPad from pawn shop still has previous owner iCloud address how do I delete it

That iPad is activation locked with no way to ever unlock the device without knowing or contacting who the original owner is.
That iPad is a dead, useless device to you.
Return to the pawn shop you purchased from and get a refund of your money, if you can.
