You could go to a specialty shop, but there are never any guarantees. Some devices are beyond repair while others will take extreme measures. Depending on what's wrong, it could be repairable to working condition, repairable short term to where a backup can be made, or perhaps tell you it can be repaired. If the data is more important to you than anything else, then that may be your best choice.
The problem with going to Apple with your requirements is that they never, ever guarantee that they'll take every step to try and avoid wiping the data. They could offer a service replacement or even if they can fix it, will always reserve the right to wipe it in order to test it. I've brought my devices to Apple for a diagnostic or repair, and every single time I needed to sign off that I understood the data might be lost.
Most such repair businesses might be able to extract a standard backup that can be restored to another iOS device. A few might even have tools to convert this to the raw data such as photos since some might not intend on buying a new Apple device.
