Be certain your child has her/his own Apple ID.

Well, not exactly.
”Text” implies two very different concepts.
- iMessages, sent to/from other Apple devices. Your child may do that from an iPad.
- SMS messages, sent to/from cellular telephones. An iPad is not a cellular telephone, and can neither send nor receive SMS text messages.
