Why does app data need to be backed up?

Why does app data need to be backed up? Can I restore to a new iphone if app data was not backed ip?

It doesn't have to be backed up however it is to your benefit if it is because it retains your app specific settings and other pertaining data such as conversations and media in WhatsApp for example.

While you may restore the app, without app data being backed up, you will lose any data contained in the app.
