Because it doesn't have the resources required to run 10.15 Catalina.
Catalina requires a more powerful processor, more RAM, and a special graphics card your 2008 MacBook does not have.
Your 2008 MacBook hasn't supported any major macOS upgrades since 10.11 El Capitan (released in 2015). That's 4 major macOS versions ago.
Because it's too old.
