apple news family sharing for non-iOS family phones?

I'm trying to set up family sharing for Apple News +, but 2 of my family members don't have iOS phones. They have samsung. Can these users access Apple News +? I know there was Texture, but that's shut down now.

No. The News App from where you can access the News+ subscription is only available on iOS devices and Macs.
