Hi...I had an Apple Pay account prior to July 2019 with $250-$350 balance...I had broke my phone and had to re-imaged my phone to before I had my Apple Pay account...how do I re-establish my old apply pay account with the remaining $250-$350 balance?

yes, you need to use the old Apple ID the funds were on. You can sign into the old account long enough to send it to your bank then switch back to the new ID.
Are you using the same Apple ID?
I have not opened a new apple pay account...but want to retrieve the old Apple Pay account...although I would use the old ID if need be
