I found a lost apple watch series 4 and I cannot find the owner. It has been in my possession for 2 weeks with no pinging or messages. Can Apple find the owner?

No apple don't get involved with lost or stolen watches,if there was no message on the watch then your best bet is to hand it in at the nearest police station.
