Cellular isn’t on my iPad and I want to choose a plan. Where can I find it?
I’m trying to set up my cellular plan but it isn’t in the settings Just WiFi. Where do I find it?

Not all iPad models have cellular capabilities. If you have a Wi-Fi only iPad model then you cannot subscribe to cellular data as the iPad lacks the necessary cellular hardware.
