How can I layer images in the Photos app in iOS 13.3? I’m using an iPad Pro.

iPad Pro 12.9-inch, 3rd Gen, Wi-Fi, Cell

You can't. You will need to use a third-party app such as Affinity Photo or Pixelmator.

Thank you, I appreciate the quick response and it confirms my suspicions. However, while moving photos in the app with people, somehow it created a photo with a ghost image behind it. Wondering how that happened and can it be replicated.
