Family Sharing iTunes purchases clarification

I have a 200 GB iCloud storage plan shared with my family. I (the Organizer) have purchased music that I would like them to be able to access. According to the KB article here: https://support.apple.com/en-us/HT201085,

They should be able to play my purchased music. However, all they get is a confusing warning about their Apple ID and a transfer warning that makes it sound like they will not be able to download any other apps/music with their ID for 90 days if they perform a transfer.

So, my questions are:

What is a transfer?

And more importantly, Can family members not stream/play music from any family members purchase history? I feel as if the advertising material was selling this very concept, which is why I upgraded to the family iCloud storage level.

To clarify, I am not looking to dive into Apple Music, but I'm curious, if I do purchase Apple Music Family plan, can my family then create playlists with any other family's music purchases? Or is it all moot because we'll have access to the entire library?

I'm sure this has been asked before, but the amount of non-responses from OPs is staggering. Happy to engage in conversation from any specialists or community members on this issue!

* My child can see my purchases, but they must be downloaded. Whereas I can see them in My Library, they cannot unless they are downloaded. Minimally, I would expect them to be able to go to the list of songs and just hit play on an Album, but that does not seem possible without downloading.

What are you seeing is to be expected, each member can only see their own account's purchases, to see other members purchases that have to download them from the store

Cripes! I just realized that my entire response was not posted, so I apologize for the untimely response. If I recall, here's where I left off:

* Yes, I have set up Family Share and verified that my family's accounts are the same ones being used for the iTunes Store

Thank you for your help, King_Penguin, or anyone else who may come across this.
