Disabled Apple ID

whenever I try to download an app it won’t let me it says it’s been disabled and I have already tried resetting my settings and my password.

See this article, then contact Apple Support, as suggested:--> If you see a message that says 'Your account has been disabled in the App Store and iTunes'
