That's not actually correct. A phone bought on a monthly plan is locked to a carrier. Only iPhone purchased directly from Apple, and are paid in full at purchase come unlocked.

No, ALL new iPhones are not unlocked, if you make payments through a carrier it is locked to that carrier.

SOMEONE could have had their phone set to a carrier or had it set by the carrier so you would need to get it unlocked.
