Thanks for reaching out to Apple Support Communities. I’ll be happy to help with any issues you’re having downloading apps to your iPhone.

It looks like this issue is related to your connection to the App Store. Disconnect from Personal Hotspot as that is most likely contributing to this and try again. Try from a Wi-Fi network if you still have issues with this.

If you can't connect to the App Store, iTunes Store, or other Apple services
