how can i look through all my messages on my iphone on a different iphone if i sign into icloud ?

If you enable iCloud message syncing by going to Settings/{your name}/icloud and turning on Messages, then do the same thing with the same Apple ID on another phone (or Mac) your messages will be synced between the phones. But both devices must be logged in to the same iCloud ID.
