Some of my apps will not open as they need IOS 11. When I click on settings, general, software update the message tells me that the software is up to date. Can I update another way to IOS 11 and if so how to do I do it?

There is no way to update your iPad past iOS 9.3.5. Your only option is to upgrade to a newer device.
