update iOS from 10.3.4

Is there a way to upgrade? From iOS 10.3.4 to iOS 12 or 13 on my iPad.

If your iPad has iOS 10.3.4 on it and will not show an update, your iPad is too old to run the newer iOS. Nothing you can do to change that except to purchase a newer device capable of the newer iOS.
