Can you use migration assistant to transfer iPhoto to photos

I have a MacBook with Mac OS X Lion and iPhoto and I need to move the iPhoto images to my new MacBook Pro Photos. How do I do this using migration assistant or another method?

I want to be able to keep the images organized in folders or albums like they are now in iPhoto.

MacBook Pro 13", macOS 10.14
