Hey so today i bought a iphone xr off facebook market place, i've got proof of the texts and the listing when i went over and bought the phone 5 minutes later i realised it had Activation Lock and i cant do anything about it because i already paid the person and now they blocked me.. is there anything i can do please help me. can it get unlocked

Activation lock can't be bypassed, unless you have (know) the credentials that were used to activate that device.
In such a condition, that iPhone is useless to you.
