Can’t change country/region

For some reason, Apple won’t let me change my country. I used to live in Japan, then i moved back to the UK and got a new phone but used the old Apple ID. It’s still set to Japan settings. I need to close it and start afresh. How can I do it? I can’t even download apps (even free ones) because it’s linked to my Japanese bank account which i don’t currently use and there is no money left there. I didn’t close it because i might need it at some point. What can i do??

how do I know whether all my store credit has been spent and if all my subscriptions have ended? I did so just now to the best of my knowledge (went on subscriptions and canceled them all) but i still can’t change the region. This is driving me insane! I can’t change my card to my uk one also. It might be that the Japanese phone provider needs me to finish paying the cancelation fee that I didn’t pay off, bur i don’t see how that should influence my using the phone here since i don’t use my japanese phone number (and am pretty sure it’s expired by now) so that shouldn’t be the case.

Any ideas? Would greatly appreciate your advice!
