If you have an iPhone 6 Plus and you go to Settings/General/Software Update it should offer to update your phone to iOS 12.4.4, which is the last version supported by the 6 series.

If it doesn’t you have a downloaded update that you never installed or a beta of an earlier version of iOS. You can delete the update, or, if the beta situation applies, go to Settings/General, scroll to the bottom, tap on Profiles, then the beta profile, and delete it.

Well, if you're waiting for iOS 13 update, be aware that your iPhone can't support iOS versions beyond 12.4.4, because of hardware incompatibility.
