Sharing box for Bluetooth is able to have a tick put in it when the padlock is closed, whereas the rest are not

I am running a Mac 2015 and the sharing box for Bluetooth is able to have a tick put in it when the padlock is closed whereas the rest are not.

Live in an apartment block and concerned.

Bluetooth always features in my activity monitor sometimes pulling 1.7CPU

CAN anyone help.
