Apple Watch Series 5 Microphone Greyed Out

Apple Watch Series 5 watchOS 6.1.1

The microphone symbol is greyed out on the keyboard when using messages

I've read the idea is to go to General > Keyboards and make sure dictation is on but I can't see where this is in the watch's settings
