My husband can see what I have search in safari on my phone on his phone, we are locked on with 2 different account???

Sounds like you are using the same Apple ID for iCloud and sharing iCloud Tabs for Safari.
Check Settings->Account->iCloud, and make sure you are signed in with different Apple IDs there.
Thee is no other way tabs can be shared between devices except by using the same Apple ID.
