I am trying to update my iPad. It is running on operating system 10.3.3. When I try to download new apps, it says I have to have operating system 12. But when I check for updates, the iPad says it is already updated.

If your iPad will not update past 10 then you have an iPad (4th generation). This iPad model does not support any system version newer than 10. You cannot update your iPad any further. If you need to use an application that requires a newer system software version then you will need to purchase a newer iPad model.

The fourth generation iPad cannot run any iOS version beyond 10.3.3. This iPad was released by Apple in 2012.
If you need a more current iOS (now iPadOS) version (which is currently 13.3), you need a (much) newer iPad.
