I need to know how to enable MMS messaging on my iPad so I can send messages from it. Please advise

You have to enable Text Message Forwarding on your iPhone. Sign into Messages on each device, then in settings, go to Messages>Text Message Forwarding and tap to see the list of devices. Turn it on for your iPad

To be more clear, you go into Settings on your iPhone to make this change
