Hello Jessie_2010,

It sounds like you've done a lot of troubleshooting already and have done a lot of isolation as well. Below is a list of steps i'm going to offer. If the issue persists after the steps below are done, you will want to contact Apple Support for additional assistance.

  • Update to latest iOS: The latest version is iOS 13.3, so if you're running an older version, you will want to update your iPhone and see if this resolves your issue. https://support.apple.com/en-us/HT204204

  • Reset All Settings: Reset All Settings: All settings—including network settings, the keyboard dictionary, the Home screen layout, location settings, privacy settings, and Apple Pay cards—are removed or reset to their defaults. No data or media are deleted. You will want to go to Settings - General - Reset - Reset All Settings. If the issue persists, proceed to next step.

  • Restore iPhone: NOTE that this step will erase all data, which is why backing up your device was the first step advised. The backup you made earlier can always be brought back to the device after you finish the remaining troubleshooting. Or if the device needs to be replaced, this also guarantees the backup you made earlier can be restored to the replacement device as well. Please follow: https://support.apple.com/en-us/HT201252 for restoring the device. You will want to "Setup as New" once the restore is complete, and download some of the apps you had issues with to see if the issue is resolved or not. If the issue is resolved, you can proceed to the "Restore Backup" step below to verify if the issue remains resolved or not.

  • Restore iPhone Backup: Once you restore the backup, go ahead and verify if the issue comes back or not. If it does, this generally means the issue is a "software" issue and you may have no choice but to restore and setup as new, especially if you verified that the issue didn't occur in the previous step above. https://support.apple.com/en-us/HT204184
