Do you see a little padlock with a circle around it? That means the rotation lock is on. On a main screen swipe down from the upper right corner and you’ll see the little rotation lock icon. Tap on it to turn it off and your ipad should rotate.

Bear in mind that there are some apps that do not rotate so if it’s just a single app that’s locked in landscape that may be how it’s designed to be
