i want to change country but i need to 0 my balance from my giftcard. can you make my account balance 0 so i can change country?

No we can't, you know that these are user forums and that we are just fellow users, we obviously don't have that ability. Contact iTunes Support and ask them to do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you now live, and which is therefore the country you will be changing to ; click on Get Support down the page)
