Ipad stuck on Press home to upgrade and reboot does nothing

How do I get past the issue when reboot does not work. My iPad is stuck on Press home to upgrade and the screen flashes after a few minutes.

I also connected it to my PC to try to use iTunes to help. My PC will not recognize the iPad.
