Can I pair my Apple Watch 5 to two iPhones simultaneously?

I have an iPhone 6s that is paired to my Watch 5. I just bought an iPhone 11. My wife and I both use both phones, switching back and forth. I want to pair my Watch 5 to both phones so I can use my watch with my iPhone no matter which iPhone I am using at the moment. Can I do this and if so, how?
