Technically yes. The North American Apple Watch works in Canada, U.S., Mexico and Puerto Rico

However, the warranty is not international. If you can pop across the boarder for any warranty repairs, then I guess it is not an issue.
NOTE: The Apple Watch as GPS only can do Everything the cellular model can do as long as your iPhone is nearby, where nearby is somewhere in the same 3-4 bedroom home (assuming typical wood frame construction). It does not care anything about the carrier and works anywhere the iPhone works. But it still has the same warranty issues.
I don't think so. This is because of the LTE bands that the FCC mandates for the US. The US Watch can't be used with any other countries because of this. One bought in Canada should work with any country minus the US and China.
