MacBook Pro Bootcamp CPU/GPU issues

Contact the Apple Support folks directly, as this is a new system and very likely still under warranty.

You should be aware that the AMD GPUs are 'M' (mobile) GPUs, not Desktop GPUs. In the past, thermal throttling has been used to avoid issues.

Video conversion can also cause large IO waits, if the source/destination is a file.

Since the GPU drivers are now provided by AMD directly, you should also check with AMD.
