Didn’t I get the latest version of Safari with the ios13.3 installation?

Chase bank is saying I don’t have the latest version of my browser. Didn’t I get that with the installation of ios13.03 for my iPadPro?

Duh. VPN? Virus thing? No, I thought Apple did that for me! I’m an old dinosaur in case you can’t tell.

I always use my Chase app to manage my VISA account with them. Recently, when I try to sign on to that app, I get a message saying I don’t have the latest version of my browser and that they won’t be able to service me shortly because of that reason. They offered me a choice of three browsers, but I was unable to complete the update.
