Announce Messages with Siri option not showing up in my settings (iPhone XS, iOS 13.3)

Hello, I am having trouble with Announce Messages with Siri: although I am currently in iOS 13.3 (so I should have it) it doesn't appear in my settings neither under 'Notifications' nor under 'Siri and Search'. I have AirPods 2nd gen and I have already tried restarting my iPhone and forgetting the AirPods and reconnecting them but it still doesn't show up. Does anyone know how to fix this?

Force restart your iPhone again.

Forget AirPods again and reconnect them:
