I'll clarify. The components for Face ID are considered security devices. Like Touch ID, they're "paired" to the logic board. If they were damaged, simply replacing them wouldn't fix it since the components would need to be reset to the logic board, and only Apple provides the security equipment to do that.

The device hasn’t been destroyed. After 15 hours at 2 metres deep in a Swiss lake the only thing not working is Face ID surprisingly.

Specifically, Apple won't fix it in any way other than via a complete service replacement. I don't believe that 3rd party shops have any options to repair Face ID.

It may work, but if Face ID was affected by water, there's likely physical evidence of that. It could be one of the liquid contact indicators turning color or signs of water damage to the Face ID components. In that case Apple won't offer any repair options, including battery replacement.

They don't want you to repair it they want a replacement.
They will not much the phone and 3rd party people don't have the needed support to actually repair a repairable phone.
Sorry!

Sure. It makes things a lot simpler for Apple to turn everything into a few simple repairs and everything else done as a service replacement. It might cost them a bit more for warranty/AppleCare because Apple doesn't actually repair boards or components that are fused. But then they might make it up with service replacements.

However, it seems that Apple completely scraps a device after liquid damage.
