Oh that. Works here. Check System Preferences > Keyboard > Shortcuts and make sure "Use keyboard navigation…" is enabled.

no. I mean switching buttons, tabs and separators. E.g.: control+eject to open the shutdown panel and then switch from the default button selection which is shutdown to for example restart. The "tab" key has been for decades and still is the universal shortcut to do it. And now is not working. I'll make a video...
