My mother received an iPad as a gift over a year ago. It was never used or updated. I’m trying to get it up and running for her. The most current iOS 13 + says “requesting update”, but has not downloaded it (at night) for the last 48hrs. What should I do?

Whether she has or has not used iTunes in the past is irrelevant. The only way to proceed is to use a Macintosh or Windows PC to update this iPad.
