windows explorer says my iphone storage is full but it's not

I have an iphone SE with 64 GB of storage. According to my iphone settings > General > iphone storage, I am using 42.8 GB of this 64 GB

When I plug my iphone to my laptop, windows explorer shows my Internal Storage as "red" with just 5.48 GB available out of 59.6 GB

I have already gone through General > iphone storage > review large attachments and deleted a lot of things. I've also offloaded several apps

What is happening...and can I fix it?
