This could be due to the age of your Mac. My Late 2012 iMac is running the latest version of macOS (Catalina) but still shows a gray login screen when it starts up. However, this condition only occurs if you're using FileVault, and you're logging in for the first time since startup. (If you're not using FileVault, the login screen shouldn't be gray.)
What actually happens at that moment is that macOS isn't even running yet. Instead, you've been launched into a pre-boot environment that's supposed to mimic the macOS login screen. Once you enter your credentials, your hashed password serves as a key to unlock your startup volume, and your Mac begins to boot macOS. The real login window is skipped, and your password is forwarded to macOS so that you don't have to enter it twice.
If you log out of your Mac (but don't restart or shut down), the login screen should look transparent.
